The directive operates within the broader implementation of Peraturan Presiden Nomor 5 Tahun 2020 tentang Penataan Ekosistem Logistik Nasional — the National Logistics Ecosystem framework — which links port-service standardization to national logistics performance, investment climate, and economic competitiveness. Vessel monitoring is positioned not as an isolated security control but as a structural element of the national logistics observability fabric. Terminal operators are not merely meeting an inspection criterion; they are contributing telemetry to a national observability mesh.

VIDENS is engineered to make this contribution mechanical, deterministic, and audit-defensible. The platform delivers AIS data ingestion at the terminal edge, normalizes it to i-Motion's expected feed schema, transmits it through a hardened Integration Server tunnel into the Kemenhub central system, and retains 30 days of CCTV evidence locally for incident reconstruction. Maritime surveillance at the terminal level is a fusion problem. AIS provides identity and trajectory; CCTV provides visual ground truth; neither alone is sufficient. A vessel transmitting valid AIS but absent from camera view is a discrepancy worth investigating. A vessel visible in camera footage but transmitting no AIS signal — or transmitting an AIS identity inconsistent with its visible profile — is a stronger anomaly. The operator's situational awareness emerges only when the two telemetry streams are correlated by time and space and rendered together on a single console. VIDENS is the platform that performs this correlation.

The platform is structured as a bipartite system. At the terminal edge, an AIS receiver tied to a VHF antenna captures vessel beacons within line-of-sight; a CCTV array tied to a PoE switch and Network Video Recorder captures the visual field across docks, warehouses, gates, and water perimeters; a monitoring workstation fuses both data streams locally for operator interaction. At the integration layer, an Integration Server — protected by a hardened firewall and tunneled over a dedicated VPN connection — forwards the AIS data feed and CCTV RTSP feed to Kemenhub's i-Motion server and the corresponding KSOP/DJPL dashboards.

The bipartite design means the terminal retains full operational autonomy locally even if the integration tunnel is interrupted; meanwhile, the regulator receives a continuous compliance feed when connectivity is healthy. VIDENS converts what would otherwise be a manual, intermittent compliance posture — periodic logbook entries, after-the-fact audit struggles, paper-mediated incident reports — into a continuous, evidentiary one.

The terminal-edge subsystem is operable as a stand-alone surveillance system. If the integration tunnel is interrupted — by transient internet outage, ISP failure, or scheduled maintenance — the terminal operator continues to receive live AIS data and live CCTV feeds, and the Network Video Recorder continues to retain video evidence locally. Operational autonomy is preserved.

When the integration tunnel is healthy, the Integration Server forwards the AIS data feed and CCTV RTSP feed through a firewall-mediated VPN to Kemenhub's i-Motion infrastructure and the corresponding KSOP/DJPL dashboards. Forwarding is engineered with retry semantics — transient transmission failures do not produce permanent telemetry gaps; failed transmissions are queued and replayed when connectivity is restored.

The Integration Server is the platform's regulatory boundary. It is the single point of egress from the terminal's network to the regulator's central system. This single-point design is intentional: it produces an auditable, controllable, and security-hardened compliance interface.

OPERATIONAL SEQUENCE · END-TO-END WORKFLOW

    Pengumpulan Data (Data Collection)

    Perangkat penerima AIS melacak posisi dan status kapal secara otomatis dari sinyal VHF yang ditransmisikan oleh kapal-kapal dalam jangkauan antena. Perangkat CCTV merekam aktivitas di area darat dan laut secara visual, dengan cakupan dermaga, gudang, gerbang masuk, serta perimeter perairan terminal. Data dari kedua sumber mengalir ke monitoring workstation secara real-time, kontinu 24 jam sehari, tanpa intervensi operator.

    Pengolahan Data (Data Processing)

    Data dari berbagai sumber dikumpulkan dan diolah menggunakan perangkat lunak khusus yang mem-fuse stream AIS dengan stream CCTV pada timeline yang sinkron. Hasil pengolahan data ditampilkan pada dashboard sistem aplikasi — operator melihat tabel kapal aktif berdampingan dengan grid CCTV live, dengan kemampuan pivot dari record kapal ke feed kamera yang menampilkan kapal tersebut. Pengolahan terjadi pada lapisan terminal-edge dengan latensi end-to-end di bawah lima detik.

    Pemantauan dan Tindakan (Monitoring & Action)

    Operator memantau data dan rekaman melalui dashboard yang terpasang di PC workstation, dengan kemampuan mengamati anomali — kapal yang melanggar zona terbatas, vessel yang tidak mentransmisikan AIS, atau aktivitas mencurigakan di dermaga di luar jam operasi. Jika terjadi pelanggaran atau insiden, operator dapat segera melakukan tindakan seperti memberikan peringatan radio kepada kapal yang bersangkutan, atau mengirimkan petugas keamanan ke lokasi kejadian.

    Penyimpanan dan Pelaporan (Retention & Reporting)

    Semua data — record AIS, rekaman CCTV, log operator, alarm yang terpicu — disimpan untuk keperluan audit dan investigasi. Periode retensi standar adalah tiga puluh hari untuk video CCTV pada kedua paket, dengan opsi perpanjangan retensi melalui penambahan storage. Laporan rutin disusun secara otomatis untuk memastikan kepatuhan terhadap peraturan yang berlaku, termasuk laporan periodik yang harus diserahkan kepada KSOP atau DJPL.
